Why do vendors choose the wrong agency, first time?

I put it down to a wide-eyed innocence. Not asking the right questions. Not knowing the relevance of the answers to those questions. Able to ‘scratch the surface’ when meeting, for only an hour, with an agent. When the real need is for them to dig deep.
